core version of Attribute::Handlers

I think it is more usual that non-dual modules are marked
MAINTAINER => p5p,
CPAN => 0,

Or is there a special reason for deleting this entry?

I think I volunteered in the past to maintain the dual life module.

I got the strong impression that "we" are taking it over, and assumed that
this was consistent with it not being dual life any more

I went ahead and sorted that out.

Turns out Artur didn't even *have* all permissions to get his releases
of Attribute-Handlers fully indexed and recognized as the most recent
official release on search.cpan.org. That's because the classes
"MyClass", "Description", and "Demo" were (and are) being indexed and
Damian never passed on co-maintenance for those. So the interim solution is:

a) I've given RGARCIA co-maintenance permissions for Attribute::Handlers
which is owned by ABERGMAN.
b) I've also given RGARCIA co-maintenance of MyClass, Description, and Demo.
c) I've made ABERGMAN co-maintainer for the aforementioned namespaces
for completeness sake.

Rafael: The *right* way to fix this is to somehow specify that those
packages should not be indexed.

Ah right, the dreadful demo packages, which I special-cased in installperl. :)

I suppose that moving them to eg/ should do the trick -- IIRC eg is
recognized by the indexer. (But I'll add a proper META.yml file)
