[perl #54544] faulty select() in activestate perl

This is a bug report for perl from perlbug[at]plan9.de,
generated with the help of perlbug 1.36 running under perl 5.10.0.

select returns an "Unknown error" (10022) when it should simply time out:
perl -e "my $ri = (chr 0) x 4; warn select $ri, undef, undef, 0.1; warn $!+0"
in this case, select should return 0, to indicate the time out (this
happens under e.g. linux).
instead, on activestate perl (windows 2000), I get:
-10.1 at -e line 1.
10022 at -e line 1.
it seems the empty $ri set triggers this bug.
