It would be useful to know what's your $HOME and what's in the $home
variable at line 48. A verbose output should help (cd t ; ./perl
-MTestInit ../Module/Build/t/tilde.t)

Does the smoke run under cron? Is $HOME set then?
Is the environment different in other ways?

Yes, the smoke runs as a scheduled root cronjob and I assume $HOME
is set then. Concerning your last question, I don't know (it's just
a default out-of-the-box OpenBSD installation).

It's probably not a great idea to run smoke as root...
