Removing the nova-clear-rabbit-queues

Hi
Just a heads-up that I have proposed removing the
nova-clear-rabbit-queues script since rabbitmq itself now has a CLI
which can be used instead:

This is related to the work around the oslo.messaging library we're
hoping to add during Havana.
