nova not recycling free fixed ips

Hi,
I've just run out of fixed ips on my network with only 20vm-s running.
It looks like nova does not return fixed IPs back to the free pool even if
I terminate instances which use them.
I am running this version of nova 2012.1~e3-0ubuntu0~ppa1~oneiric1
I am using multihost networking in flat DHCP mode.
Does anybody know why this is happening?
