Where is the blueprint move nova.rpc into openstack.common.rpc if any?

Hi,
I remember there are discussions about this action. But I don't know where the bluteprint is.
Do we have a such blueprint?

Last message I wrote about the status:

What has changed since then:

1) I got rid of nova.exception usage.

2) I got rid of nova.utils usage.

What's left:

1) Get rid of nova.context and nova.log usage

2) Move rpc options that are in nova/flags.py into the rpc code.
