OpenSSH support for X.509 certificates?

Hi,
I was looking for X.509 certificate support in OpenSSH and found bug #958
https://bugzilla.mindrot.org/show_bug.cgi?id=958
This patch has been maintained outside of main trunk since 2004.
Stupid question: What is the reason for it not being accepted into the main trunk?
