tuning / tweaking before compiling

Got the latest from svn today (why do I need apache to run subversion!)
and am wondering: other than "globals-defines.h", are there any other
files where tuning and tweaking can be done (or must be done) prior to
compiling? My FreeBSD system is REALLY old and slow, so I prefer to
only compile once! I know about the run time args, but there is some
good stuff in the globals-defines and if there is other good stuff
hiding somewhere that would be good to know!
