Sixxs has tool that shows when a block was allocated and first announced -- http://www.sixxs.net/tools/grh/dfp/ You can search by RIR or search all allocations at the following -- http://www.sixxs.net/tools/grh/dfp/all/ (note that this query takes awhile).
