Weighing on ServerIron XL

I'm having some problems with weighting,

server remote-name serv-a x.x.x.x
weight 1 0
!
server remote-name serv-b x.x.x.x
weight 1 0
!
server remote-name serv-c x.x.x.x
weight 2 0
!
server remote-name serv-d x.x.x.x
weight 2 0
!

serv-a 6 72 538157732 0 1667 3447
serv-b 6 67 538616794 0 2078 3461
serv-c 6 75 543954657 0 2102 3382
serv-d 6 64 541941751 0 2084 3476

Why does the number of connections seem random? Shouldn't serv-c and serv-d have 2x as many connections as serv-a and serv-b?

thanks,
-Drew

Thanks,

Jared
