Nessus works at the IP level. It only goes at the Ethernet level to
perform ARP ping. [it also test the "etherleak" flaw, thru IP traffic]

What makes you write such a statement?
Nessus will support whatever your IP stack supports.
Even pigeons as soon as RFC2549 is implemented.
