ow should I uninstall before reinstalling everything. I am a newbie to
linux and have Red Hat 7.1

This may be a bug, or some configuration problem.
If you have only local users, you do not really need the PEKS layer,
so you'd better reconfigure everything with --disable-cipher,
recompile and reinstall, and voila.

Sounds like a windows way of adressing the issue. It wouldn't even work.
You need to remove the user key and the server key(s).
