I think you're mistaken in how Nessus operates. Nessus does not skip the test. Nessus pauses, then runs the test. All tests will be run against the particular host if appropriate. Timing in terms of multiple connections to the same port in a short time period only affects how long nessus takes to run the tests, not the execution of the tests themselves.
