AT&T prefix flapping?

Hi all,
For the past two months,
it seems that AS7132 (SBIS-AT&T) announces and withdraws about 1,500 prefixes to AS7018 (AT&T) monitor every ~80 seconds. This observation is based on AT&T's monitor peering with RouteViews and RIPE.
Does anyone know what's going on?

As a *customer* of ATT who has been fighting with every version of
"Technical Support", "IP Engineering", "Backbone Maintenance" and about 20
other made up names for level 1 support on this very issue for the last
three weeks on this and ?related? latencies in the 2000++ ranges, can we ask
again,

IS ANYONE HOME AT ATT?

Thank you for your "support" in this not pressing to ATT matter.
