Does this mean my serail port isnt enabled?

Does this mean my serail port isnt enabled?

I have a motorola dct 2224 connected via a serial cable. The firmware on my
box is 7.85. I am trying to determine if i can control the cable box over the
serial port. I have done a make and make install under the dct-channel
directory and moved the 2 files changechannel.py and crcgen.py into the
/usr/local/bin dir. When I run "channel -v" I get:

Attempting to initialize DCT
No response to packet

Initialization failed

From the looks of it, I would say that the serial port is disabled. I have cox
cable by the way, so I would probably bet on it being disabled. Any ideas?
Could I be doing something wrong?
