Program Association Table: Program #848 not found in PAT!

I keep getting the same few messages :
eg : Program #848 not found in PAT!
in my backend log repeatly .
Q1. What does it mean? (what is Program #848??)
Q2. is it something I can fix/ignore?
Q3. Can message be made more user friendly?
