Why Mysql not dependency in Gentoo?

Why Mysql not dependency in Gentoo?

I'm no expert at portage, but I do run gentoo, and I had a question
while going through the mythtv install docs.

If you _need_ mysql to run mythtv, why isn't mysql a dependency? Rather
than having to take the step of putting mysql in the use variable, even
if you don't want any other programs to use it, why not just build it
since it's needed... I thought that was the whole point of
dependencies.

Is there something I'm missing here?

Because it's not required to build mythtv. You can have mysql on a
different machine entirely...
