A lot of tickets remain assigned to the current milestone until the
last couple weeks or so, when we bump the lower priority ones to the
next release. So you should start seeing this number shrink. The last
big feature changeset is in as of this week, so now we're reviewing
all the outstanding 0.21 tickets to decide whether they should be fixed
before 0.21 or bumped to the next release.
