To my knowledge there's not currently any way to sync the audio levels across multiple capture cards. This has been discussed quite a bit on the lists and it's a known issue, but I don't think there's a fix as of yet. There was some discussion of adding a per-card audio level setting, but I'm not sure if anyone ever started implementing that. Unfortunately, I can't be of any help with your other questions.
