I encountered #10398 after upgrading to 0.25. (While similar to
#10224/10210, it doesn't just affect live TV, and only occurs on OS
#X.) I found that switching the video renderer from quartz-blit to
#opengl fixed it; hopefully this will helps Nigel or someone else
narrow down the bug.
