It turns out there was a bad perl module update[1] for F-15 in
updates-testing which the build server has enabled by default out of
necessity but stock mock configurations do not. Which is why the
builds succeeded for me locally.
I believe the build will be pulled so until then I can't try my build
again but that should fix it.
