Tuning flag/object exists? - #7105: Broadcast H264 tuning fails due to cascade of thousands of log messages

Hi!
I need a way of seeing if the backend is tuning so that I can put an
if statement around these log messages. This seems to be the cleanist
way to work around them.
This is better than just commenting them out...
