That's the strange part. The backend is run chuid mythtv, which I have
confirmed that wget IS in the path, as that is the same user I run it
manually with. I will continue to investigate, but I have it set up the
same way I did when running 32-bit, and have it running now as 64-bit.

Just because the backend is setuid mythtv doesn't mean that that it gets the
mythtv user's default path. In fact, that's virtually guaranteed not to
happen. Whatever script you have to start mythbackend will need to set up
the proper path in the environment.
