local our

We seem to be giving some pretty strange advice at
http://perl.apache.org/docs/general/perl_reference/perl_reference.html#toc_Remedies_for_Inner_Subroutines about using "local our".

See this thread for an idea of how people interpret this:

I'd like to remove this from that page. Any objections?

+1 in case you are waiting for mine :) in the future just go ahead and
apply such changes - the docs need new parents...
