[VOTE]: drop support perl 5.6.1

Can we please drop support for perl 5.6.1, it doesn't look like p5p is going
to even maintain it anymore.

We can keep 5.6.2 for now.

I have to jump through a large number of hoops to compile perl on freebsd 7/8
(aside from the gnu core utils bug which I don't have)

I agree with you in theory, but the only problem I see here is that
there are at least two shops I know of that still use 5.6.1. Worse,
they use patched versions of 5.6.1, so that is the main reason keeping
them from upgrading.

However, I think that it is reasonable to stop supporting perl 5.6.1.
If shops like that are going to upgrade mod_perl and not expect to
upgrade 5.6.1 to 5.6.2, the patch route is always available.

If they can't upgrade their perl, then they should have no expectation
to upgrade their mod_perl.
