screen rotate tool install problem

screen rotate tool install problem

I'm trying to install the screen rotate tool as per the instructions at http://sse2.net/rotate/ but:
the file
http://outpo.st/rotate/osso-software-version-rx44-unlocked_1%3a5.2008.43-7_all.deb

seems to be unavailable.
( is "%" even _allowed_ in filenames? )
Can anyone tell me what I'm doing wrong?
Any help is appreciated :)
