It's worse than this (at least on Bora). Downloading a .deb and
opening it in the AM results in an error if the .deb doesn't have
Section user/FOO.

Yes, but that's a somewhat separate issue. You can use whatever
category you want (i.e., FOO can be arbitrary), but you need to use the
"user/" prefix in the "Section:" field.

This has been done to avoid the surprise of installing a package that
installs successfully but will afterwards not be listed in the
"Installed applications" view.
