Should there be a Community Fund to provide a war chest?

Hi,

Although Quim (and my) opinion is that maemo.org funding wouldn't
immediately disappear, a number of people have been pushing that the
Council should create, and manage, a fund which would be available for
use. Example usages might include:

* Paying for (reduced) hosting costs in the event of Nokia pulling the plug.
* Purchasing hardware if the device queue[1] dries up from Nokia.
* Rewarding key contributors (e.g. an annual prize)

What do people think? Obviously it'd be something for the next council
to consider and comment on during the election; rather than pushed
through in a final "lame duck" session from the current Council ;-)

A practical aspect: I suggest to avoid PayPal due to its so-so
reputation; Debian is using SPI Inc. and FFIS (and some smaller
organisations) as a legal and money-receiving umbrella, maybe that
would be a good way for maemo too, should it be needed.
