You can create aliases for the tunnel device just as you can create
alias interfaces for an ethernet NIC.
For example, you can do:
ifconfig tunl0:0 192.168.1.1 netmask 255.255.255.255 broadcast 192.168.1.1
ifconfig tunl0:1 192.168.1.2 netmask 255.255.255.255 broadcast 192.168.1.2
.....
I have not done this myself but I think this should work for you.
