I didn't include general@ only because I am a noob - copied now. I see a net
+3, and if that doesn't change soon, we should consider it settled going
forward. Apologies for belaboring this especially as I have only been on the
list a few days.

+0 I think the standard majority rule for procedural issues is good
enough, but I'm just as fine with requiring a clearer majority.
Especially as people seem to prefer that.
