Allow committers from any subproject to edit TLP site

Allow committers from any subproject to edit TLP site

What do people think of allowing any subproject committer the right to
edit the TLP site? I think it would make it easier for people to add
news to the TLP and maybe help keep it a little fresher.

Hey Grant,

When I pushed out Nutch 0.9, this was part of the Nutch release process, and
I remember running into something where this issue came up. +1 to allowing
sub-project committers to edit the TLP site.

If I'd know that was an option, i would have suggested it a long time go
(for some reason i thought the hierarchical svn permisisions made that
impossible)

Hmm, maybe we will have to figure that part out, I'll have a look
sometime soon. Might take a little re-org of where the site lives,
but we can do that.

OK, I believe I implemented this in the appropriate place, such that https://svn.apache.org/repos/asf/lucene/site
is now editable by all Lucene committers. My apologies in advance
if I missed any group (I think I got 'em all). The TLP site is a
forrest site, so you will need forrest 0.8 in order to edit it.

I started a mini-Wiki for the TLP to share TLP level info under the
lucene-java wiki (I don't feel like we need a full fledged wiki for
the TLP) at http://wiki.apache.org/lucene-java/TopLevelProject

If you have problems or can't actually edit it, let me know here.
