Linux HA 3 Nodes Active/Active/Passive

I have 3 nodes setup on my vmware machine for testing..

SETUP:
active1,active2 and passive. passive is the backup lb for both of active1
and active2..

QUESTION:
How do i when active1 crashed then the passive will listen to active1's
virtual ip
and then when the active1 and passive both crashed the active2 will host
active1's virtual ip?

so in the end active2 will host both virtual ip from active1 and active2

because currently..
what happened is that

when active1 crashed.. both passive and active2 will automatically listen to
the active1's ip address, but active2's ucast is only listening to passive's
physical ip address.

is it multicast that i need?

Thanks,
Joe
