Version 0.2.0 of heartbeat code (in RPM and .tar.gz form)

The latest version of the heartbeat code is up on the Linux-HA web
site. It includes Horms' IP takeover code. It is available in both
.tar.gz and .rpm form. It does not yet include Tom Vogt's IP heartbeat
code. You can find this at:

- Only supports 2-node clusters
- Only supports a single IP interface per node in the cluster
- Doesn't yet include Tom Vogt's ethernet heartbeat code
- No documentation
- Not very useful yet :-)
