cleanup resource or failcount

Ciao,

which is the difference between clear the failcount (crm_failcount -
G -U ... ) and cleanup the resource (crm_resource -C -r ..)

-G does a query, -D will remove it

but this only removes the record of how many times a resource failed

this does that and removes the operation history for that resource
