Heartbeat-v2 or Pacemaker/ Question about first configuration

Hi,
it seems that for example on four nodes cluster, the basic first cib.xml
is created only if we start heartbeat on the four nodes. In my context, this
is a big constraint. Is there a way to workaround this rule ?
For example, I'd like to have a basic cib.xml and to inject my resources and
constraints (with cibadmin -C) even with heartbeat started on only one node.

Moreover, is it possible to add dynamically a node in a cluster (ha.cf)
without stopping
heartbeat or pacemaker ?
