HA web site updates

I've updated the HA web site to reflect availability of Tom Vogt's UDP
heartbeat code. Thanks, Tom. (but, I haven't tried it yet :-))

Sorry I forgot to include it in the previous mail.

On the other hand, it doesn't have Tom's new URL (which I just got).

maybe you should point to the directory instead. I strongly believe in
"release often and early", so during those days that I actively work on
the code, I will probably pump out at least one version every day. :)
