TieBreaker server

How would each client (subcluster) make its bid to be selected as the primary subcluster to the tiebreaker server? In which attributes it is based the decision made by the tiebreaker server?

If the number of nodes in the cluster is equal in both partitions, How the tiebreaker select a subcluster? In which attributes is based this decision?
