Based on postings on the ivtv-devel list it looks like you have an Xceive tuner. This tuner is not yet supported in the kernel. While there is some experimental code it is a non-trivial matter to get it working. With a bit of luck the code will go into the 2.6.21 kernel (not yet certain). Unless you are willing to experiment I would advice to wait until this tuner is officially supported.
