After a little more research, I found a not-so-nice article here:

The latest's Business::UPS module here:
http://search.cpan.org/dist/Business-UPS/
It looks like IC 5.4 is using the latest version, maybe UPS is not
supporting Worldwide Saver in this old API version.....
any thoughts?
