Whenever I edit catalog.cfg, does the server have to be restarted to pickup
changes?

The server doesn't no, but IC needs to reload the config. Either click
on "Apply Changes" in the admin console or restart the IC service
("service interchange restart" using the RH init script).

Yes, you can. There is a payment module Vend::Payment::PaypalExpress
which allows you to use PaypalExpress with Interchange.

You can download it from the following link:

Maybe call them? According to hostingu.com they have a phone:

(262)-534-7409

Could be they have not set things up correctly there ... If they do not want
to talk to their customers it sounds like time to look elsewhere ..

Anyway not something I think we / Interchange can help you with.
