express checkout problems (bug?)

It seems that the express checkout option is a bit buggy. I am using
some custom shipping methods that are based on country and state tables
and some of the methods do live UPS lookups... However, I have a
"default" method as follows:

default: Not Enough Information.
criteria weight
min 0
max 9999999
cost e Please fill out your address information and click recalculate
in order to see your shipping options.

When customers click on the express checkout page before they fill out
their shipping address info, the shipping is set to the above default
method.

So now the shipping method field says "Not Enough Information" and the
cost is $0. and there is the note says "Please fill out your address
information and click recalculate in order to see your shipping
options."

Now, if the customer fills out all the info on the page and submits the
order (without clicking recalculate), and the order goes through with no
shipping cost!

If the customer fills out all the address info, then clicks recalculate,
the price is still $0. they need to hit recalculate again in order for
the price to be set.

If the cost is set to "e" I would think that this should cause an error
and make the customer "select" a shipping method to allow checkout, but
instead the order goes through with free shipping...

Does anybody else have this issue?

Also, is there a better "catchall" then "weight 0 - 999999"?

I just disabled it, in IC 5.4. The only quick fix I can think of
might be to only allow express checkout only if the customer has
logged in, and you already know they have shipping and billing information.

That's a great idea, however it still has some problems, if they need to
change their shipping address for example, then they still have to
"recalculate" 2 times!

Maybe the "express" checkout page should not have the forms at all but
just a confirmation only. If they need to change anything, it should
bounce to the pages with forms and go the multi-page checkout.

Another thought is to rebuild the express checkout to use javascript
(since it does anyway with the country and state select) and make it so
it sets the shipping method on the fly as they select country/state or
touch the zip, etc...

Any thoughts?
