%Conf needs to be accessible to Makecat.PL (not a lexical), for things
like owner_resolve() to work. Mike may be in the middle of changing this
stuff around, but for the moment this makes my typical makecat run work.

like this:

Wherever filters work, including PREFIX-filter, etc.
