libgpg-error: Czech translation for 1.10

Hello,

I've been poked by Debian maintainer the Czech translation of libgpg-error is
not up-to-date. It turned out the libgpg-error translation domain on The
Translation Project has not been updated by libgpg-error upstream.

You can find attached updated Czech translation for libgpg-error-1.10.

Please consider uploading new message template to the Translation Project or
removing libgpg-error completely from there. Current status is confusing.
