Dutch translation? How to get started?

Hi,
I'm pretty sure this must have been discussed on this or on some other
list in the past...
I'd like to help with getting a Dutch translation for major parts of
the site. What do I need to get started? Any pointers to appropiate
repositories, tools, and contacts for this would be appreciated.
