The latest stable version of gpa is 0.7.3 can you test if the failure
can still be observed?

The URL on http://www.gnupg.org/(en)/download/index.html
is wrong. (Reported already to the site administrator as issue 680
in their tracker).

The correct one is
ftp://ftp.gnupg.org/gcrypt/alpha/gpa/gpa-0.7.3.tar.bz2
and check ftp://ftp.gnupg.org/gcrypt/alpha/gpa/

gpa-dev,
to my knowledge
http://www.gnupg.org/(en)/documentation/mailing-lists.html
only lists this. You might have mixed it up with gnupg-devel,
which is the right list for other questions.
