[issue150] dirmngr's gpgconf entries are mis-labelled

The gpgconf entry "max-replies" for dirmngr is in the CRL group,
which is very confusing since (according to marc), max-replies
is about remote keylistings, i.e. totally unrelated to CRLs.
The second part of this bug is that the description of the dirmngr
component is "CRL Manager", but that's not the only thing that dirmngr does,
right?
I suggest
1) moving max-entries to the LDAP group (that's where it belongs, right?)
2) removing the CRL group (it has no other item)
3) changing the description of dirmngr
