Poldi bug report: version of the GPL

Hi,

The file COPYING is version 2 of the GPL, but a pseudo-random sampling
of .c/.h files in the source says GNU GPL v3 or later, thus v2 not
allowed.

Indeed, it is GPLv3. I changed the file. However there is no problem
with some files saying GPLv2+ (v2 or later) because v3 is surely later
than v2.
