BUG: gpgconf --apply-defaults seems to fail if it's in a directory with a space

BUG: gpgconf --apply-defaults seems to fail if it's in a directory with a space

Looks like it's invoking the shell without quoting the program to run,
or something like that:

C:\Program Files\GNU\GnuPG>gpgconf --apply-defaults
'C:\Program' is not recognized as an internal or external command,
operable program or batch file.
gpgconf: Option gpgconf-gpg.conf, needed by backend GnuPG, was not
initialized
gpgconf: fatal error (exit status 1)

I can not reproduce this with 2.0.10-svn4797 included in recent
gpg4win beta versions.
