Masked keywords; net-misc/dante

Why is the doc keyword masked?
Why is the socks5 keyword masked? Shouldn't it be sufficient to mask the
related package if it doesn't work (net-misc/dante)? BTW, dante works
now (http://bugs.gentoo.org/show_bug.cgi?id=79368), but I'm still
waiting for the patch to be applied.
