package.provided and collision protection

Hello. I've been trying to emerge some packages. I flag them ppc-macos
and two common complaints I get are dependencies of autoconf and
automake. macs already come with these guys but I know they aren't the
latest versions.

1) Do a lot of packages require the latest version?
2) How exactly does the collision protection work? Will my system get
sick if I emerge autoconf and automake this way?

One program I wanted to get working was streamripper. I've compiled it
from source before and it works fine.
